Safe Harbour was founded in response to the increasing issue of homelessness in Cumberland County. After months of planning and collaboration with community leaders, the Cumberland County Coalition for Shelter, Inc. was officially established on February 17, 1986. This milestone marked the beginning of a community-driven effort to address the pressing need for emergency housing and supportive services.

As the organization evolved to meet the changing needs of those it served, it adopted a new name in June 2002: Safe Harbour, Inc. This name reflects not only the physical shelter we provide but also our role as a place of refuge, support, and new beginnings for individuals and families on the path to permanent housing.

Today, Safe Harbour is a nonprofit organization committed to serving all clients with dignity and respect.

We are governed by an independent Board of Directors and funded through a diverse network of supporters, including individual donors, local churches, community organizations, foundation support, state and federal grants, and the United Way.

Each year, Safe Harbour reinvests significantly in our facilities and programs to enhance the quality of life for our residents. As homelessness and housing insecurity continue to impact our communities, we remain committed to adapting and expanding our services to meet those needs.

During their strategic planning process, Safe Harbour’s Board of Directors reaffirmed its strong commitment to expanding affordable housing as a critical component of the organization’s mission. Recognizing that emergency shelter alone is not a long-term solution, the Board emphasized the importance of developing and sustaining affordable housing options as part of a comprehensive continuum of housing. The Board’s dedication to this vision reflects its deep understanding that housing is a foundational element of lasting change.

For nearly four decades, Safe Harbour has provided more than just shelter—we’ve offered a pathway forward.

Timeline of the James Wilson Facility and Safe Harbour

1775

The building served as the law offices and home of James Wilson, Esq., a signer of the Declaration of Independence. He named it White Hall after the Court of Request in London.

1819

James Bell took ownership and renamed it The Mansion House, which he operated for 20 years.

1917

Shearer's sons took over and renamed it The Argonne after their military service in France.

1938

Beauford Swartz purchased the hotel, modernized it with air conditioning, and restored its brick exterior.

1985

A human service collaboration came together to start a long-term housing service in Cumberland County.

1986

Cumberland County Coalition for Shelter is founded.

2002

The name was changed to Safe Harbour.

2007

Capital campaign held to create emergency shelter space.

2013

Permanent Supportive Housing Floor renovated.

2021

Low-Income Housing Tax Credit Award received to create Harbour Village.

2024

Harbour House is renovated and Opportunity Homes acquired.

2025

Harbour Village welcomes first residents.
